The festival begins with a <span style=\"text-decoration: underline;\">ceremony<\/span> to awaken the dragon and give\u00a0the people and boats the dragon\u2019s strength. During the carnival, people can have a friend, <strong>co-worker,<\/strong> or boss arrested by carnival cops who then throw them in \u201cjail\u201d until they raise enough money for bail.
